I use System Three epoxy. If you can't work over 70˚ then your best bet for a transparent lay-up is their Clear Coat special wet-out resin which is very thin. Then fill coat with regular resin.

The issue is that every application method will produce foam when you move resin over the rough texture of the glass. Warm slow resin will allow bubbles and foam the best chance to dissipate.

For consistent, transparent, lay-ups and coatings I've found warm temperatures, thin resin, and a slow set-up works every time.
