Strip: Need help to pretty up glass work *LINK* *Pic*

I just bought a strip C-1 squirt boat. The epoxy was put on pretty thick. There are runs & puddles. There are places where you can see the weave of the cloth. Most of the deck is kind of milky looking. I think the boat has potential to be attractive, but I think it's going to take some time to get it there. Can I just sand it down & varnish it? Can I sand it (at least the real thick spots) w/ my ROS?
