If the deck sparkles (hard to define online) in direct sunlight then the white color is from wearing thru the epoxy into the glass. Otherwise it might be from the hull distorting and delamination which is considerably more difficult to repair.

I do wonder what kinda boat this is. Could be either a C-1 or a squirt boat, can't be both. Not heard of anyone building squirt boats as strippers though I suspect it could be done. Squirt boats are designed for use underwater in rivers as strange as that sounds. I've got a very early one (not that I have the skills to use it). Btw, you really need training to use these things
