Perhaps a smaller hinged flap at the front to release the pressure/vacuum in much the same way as the pull tab on an ordinary skirt works? Could also be left open as a vent in calm waters without leaving the whole cockpit open.

I'm still not convinced that as a whole it is an idea without merit! I'll give it a few more strips worth of thought.
