The finer you sand, the better the grain will show after finishing. Planing produces the finest surface (assuming a SHARP plane), but sanding is generally required to blend planed "facets" into smoothly curved surfaces. I typically sand paddles to 400 grit, as going finer than that on cedar doesn't seem to make much difference.
