Skin-on-Frame: Eskimo tools

I have been looking at various historical pictures of the indigenous Arctic kayakers. They have there storm paddle lashed on but they also have a shortish "gizmo" I would guess about 300mm long.

I thought I read that they were "throwing sticks" but I could not really work that one out. Could they be short "hand paddles"? What about a stick for hitting their catch on the head? Or just what are they please?
