Strip: hatch hold-downs whith chock cords

Hi,
has anyone experience whith hatch hold-downs like Nick provides on this page:
http://www.woodenkayaks.com/image/gallery-handmade-wooden-boats/petrel/petrel-deck
And does anybody knows how to make those flush feed-throughs on the deck like you can see them there. I'm quite skeptic if the chock cords bring enough tension to hold down the hatch and seal the gasket.
