Yep, well not "loose", but should have enough slack in them enough that you can easily get your hand under them. I pull them snug when I get in the boat, just pull the ends near the cockpit, makes them look nice when paddling :)

As an alternate, a short piece of bungie can be tied into the perimeter lines to keep them snug, but will give enough to allow the slack to get ones hand under the lines in a rescue.
