Personally, I'd talk to some of the existing designers to see if you can cut a deal with them. I've no idea what their answer would be, but if they just design and don't build themselves, they might be interested. A polite question can't hurt!
Sure you can design your own - I have done myself - but the best designs have, I'm sure, taken many prototypes and many hours of paddling in different conditions to refine.
