I'm sure that most designs will end up with a fine boat if you scale the form spacing in some manner, however, I don't think you can say "without significantly degrading performance."
Significant changes in the length of a boat will change its performance characteristics significantly. Stability, maneuverability and speed capability will all be effected, some aspects will be "improved" others will be "degraded" depending on your perspective.
For some people the result may well be a better boat for their purposes, but the performance will change. If you don't know how it will change and you like the boat in its original configuration, be prepared to be surprised by the results of changing the design.
Changing length changes performance, there is no way around it.
