Announce: boating licensing in Illinois

Thought I should mention, if you're building a canoe/kayak (or any other boat) in Illinois it now has to be inspected by the conservation police before you can license it. Downside is once contacted they never call back, real nice .

New idiot rule. It's about time to move to a normal state.
