It's possible with the right skin, might make sense doing a rudder that way. It's not all that great of an idea the way it's used now, the leading edge of the rudder built into the hull is so wide that it creates a large increase in drag when the rudder is deployed. If this drag is worse than the drag associated with a conventioal rudder is the question.

With a SOF with a somewhat flexible skin that could be fixed. That boat you're thinking of is the Trak. I suppose the skin material I'm using would work for that, dacron covered in glass. But testing would be in order as that's alot of flexing for a very long time. Don't know if the skin would tolerate that for a real long time.
