Epoxy is thickened to make a glue because it has such low viscosity it usually runs out of a joint.
In your case you can use this to your advantage, since the cracked wood should form a very tight joint with a little clamping pressure.
Apply several layers of tape on each side of the crack on the top surface of the paddle to make a slight trough to pour unthickened epoxy into the crack
and keep it where your want it to go.
When the epoxy runs out the bottom of the crack, close the crack and clamp the paddle together. Don't clamp tightly.
You won't need anything else to make a strong bond.
