A jig, a drill bit and a file. I made epoxy "grommets" to protect the edge of the wood. Saw this on Joe's boats first and although I'm sure he has a quick and easy way to do it this works for a couple boat's worth. The first dozen or so pics cover it. I cut these after fiberglassing and before any fill coats. Just a little clean up before installing the padeyes.
