Cedar is such a soft wood that it makes very little difference in how it is fed into the cutters.
In general you would feed wood into a router or shaper so that the spinning cutters would be trying to push it back at you -- or against the rotation. With harder woods this provides a smooth cut, and is important for a routed edge which will be exposed.
But, we are using a very soft wood which cuts easily, and everything we are routing is going to be buried in glue when the strips are joined. Two reasons to ignore the 'general' rule.
Some people set up two routers on one table so they can mill both edges at the same time. When they have one router on top of he strip, and one under it, then the routers are spinning in opposite directions--and they seem happy with the results on both edges.
