You could certainly use all sorts of different types of foam materials, however minicell probably isn't the best choice. It's probably not quite as stiff as you would like. Likewise, working that material in strips and all is probably not the easiest...

But there are definitely foam materials out there for all sorts of other boat building with could be used. You'd just have to determine if you think a foam core will hold up to the forces you plan on placing your boat in, given whatever fabric you laminate it with. If i was even considering a foam core however, i'd use Balsa first. Much more stiff, extremely low density, and much easier to strip build with~
