All you need is a program that's for plywood or for that matter, any sheet goods construction. Most boat design software that's got a chine option will do this. S&G is a building process, not a design process.

Many of the professional boat design software products out there now have a basic program that's fairly inexpensive that will do this. Yes there is a bit of a learning curve, but you need to know something about either the software or boat design to design a sucessful kayak.
