Sure, it can be done and has been done. Just use the "non-bubble" stuff, not usual styrofoam. I'm not sure what the brand names would be there.

Problem is that it will end up quite heavy. You'll need many layers of fiberglass to bottom to get enough strength. And also foam does weight. It might feel as light but if the density is 32kg/m3 then just the foam will weight 15 lbs for even low volume kayak.
