As long as the gap between the control wire and the tube is fairly small, the amount of water that would enter would be pretty tiny and would only happen in really big waves anyway.

Still a skeg like NDK's orriginal rope skeg would be fairly easy to build, can't leak and should work well. Just have to get used to it :)
