On some of the Chris-Craft boats it was done with paint!

You might consider gluing a thin board to the flat side of your cedar board before you rip the combination into strips. You can even piece together shorter or narrow pieces on the cedar base. Plane, or belt sand the lighter wood to get whatever thickness you want. Then rip your strips from this.

That gives you bi-colored strips with the thin wood firmly glued in place. The combination is big enough to handle esily. Real tiny or thin strips can be a challenge to handle.
