: the boat basically completed, just duct tape a strip on temporarily and
: try the boat to see if that helps or hurts, once you find what works epoxy

I had the same problem, but finally managed to get the strips down really close. My Guillemot did wander all over the place, and bad about weathercocking, and I got tired of expending half my energy trying to maintain course. What I finally did was build a retractable skeg (like a North Shore). What I ended up with was a most wonderful boat. Set the skeg and she tracks true and straight as an arrow now, let it up and I have an extremely responsive boat that you can paddle winding rivers in.
