For a small boat that isn't in the water all the time it usually works fine because the wood can dry between uses if it gets wet. There is always the possibility of getting the wood wet under the glass tapes and having that rot which would allow the boat to basically just fall apart. Doesn't seem to happen though. I've got a couple small dinghys that I built many years back from a/c ply with taped seams using polyester resin and they've worked fine for like 20 years.
