It will probably take more than 1 qt, but certainly less than 2 to get 6 coats on the boat.

No, there is no reason to varnish the inside unles you will be storing the boat out in the sun. When you are paddling, your body provides all the UV protections you need (even without a spray skirt). That said, there is probably no harm in doing it, but I certainly wouldn't bother with 6 coats.
