On the surfboard in question the surface isn't flat, it's curved in a couple directions. If it were flat then it's relatively easy, just lay up the glass on a flat surface and let it cure then stick the cured sheet to the honeycomb.

Laying it up they way you said would initially fill the weave, but once applied to the honeycomb the uncured epoxy will just run out. It's also not alot of fun trying to move wet fiberglass.
