Strip: filling staple holes

Here's the recurring problem: After some initial fairing, I filled staple holes w/ a nail filler type putty. The problem comes when I sand w/ the random orbital sander. I would say roughly 40% of the holes lose the fill, I think from the vibration. Has anyone experienced this problem and found a solution?
