Since you said Skin on Frame in your subject line, I'm assuming it likely that you have a traditional sized cockpit? If so, that is good. The round shape and smaller circumference makes for a more secure seal between the tuilik and coaming. I use the grippy neoprene for the tuilik bungee casing (nylon one side, and textured bare neoprene on the other). I think this both seals better and grips more firmly than the neoprene with nylon on both sides. If you size your tuilik hem to be roughly the same circumference as your cockpit, and adjust the bungee so that it is appropriately tight, you should get very little leakage.

And, it'd be worth looking at other avenues for water to enter the kayak. I've seen situations where the leakage comes in not from between the tuilik (or sprayskirt) and coaming, but from the interface between the coaming and the skin of the kayak. The area where the kayak skin meets the coaming can easily leak lots of water into the kayak. (3M 5200 marine sealant is pretty good stuff for sealing this area. )
