I was going to offer the same reason as Bill. If it is your first kayak, your mistakes will be on the bottom where no-one will see them as long as you remain upright.
I have always found the shape of my decks a bit more difficult than the hull for various reasons, so starting with the hull also means doing the easy half first to develop the right techniques.
