Rob, kids are easier to car transport than dogs, you're legally allowed to tie kids into the car. :D Actually, it's mandatory here, child-seats.

Your dog probably associates getting into a car with a bad experience in the past. It can be modified with patience. I don't know the technique but a friend had a rescued dog with the same problem. She got help from a dog trainer(psychologist?), most advice as it's best for the owner to "learn" along with the dog and the dog trusts the owner.
