Now this one I did know, but the tack cloth really gets a lot of stuff that even two washings doesn't get, so I rinse with alcohol, tack cloth it, and then take a cloth dampened with alcohol and go back over to remove any residue. I really think the alcohol not being totally dry is the problem. I just built a wood surfboard and didn't use the alcohol so much and that worked great. I just posted a link to the build of that, check it out. Next will be a 12' stand up paddleboard.
