Generally what I would do would be to cut out the shape you want on a bandsaw or jigsaw. So then you would have say a wooden cutout silhouette of an apple.
Take this shape, and sand all the edges smooth. Then you can clamp it to a table, and use a roundover bit (pictured below or here: http://www.toolking.com/roundover-router-bit) with a bearing guide on your router. This bearing will serve to guide the router around your cut out shape. Make sure you are cutting against the direction of rotation of your bit, otherwise its a pain to control.
The final shape can then be glued to the back of your frame.
