Best I've found is a handled paint scraper with the corners rounded. Sharpen with sandpaper 220 and 400 on a smooth surface. Hold the scraper at about a 45 degree angle.

You should be able to take small shavings off if its sharp. The steel is soft, so you will need to sharpen a lot.
