In my opinion, a canoe seems more logical for fishing, since you can access gear more easily, keep long items inside, and sit a bit higher. Some folks do fish out of sea kayaks, though, so there's more than one way to get the job done.
Your design looks pretty nice. I think frame-and-stringer construction will definitely work, I would probably use 3/4" ply vs. the typical 1/2" but that may be overkill.
Plastic keel and gunwale rub strips are a good idea. The keel strip may give a little more directional stability if its pretty thick. You might look at polyurethane "leading edge" tape as an alternative to the UHMW polyethylene if you want something to protect chines.
