It looks like splat (fungus); cedar can have fungus all the way thru. If the wood was dried to slow fungus can grow . Use a plane test, like suggested prior. If you are using it for a bulkhead the splat should not matter. Just make sure the wood has a low moisture content before you glass. ( 6% to 8%)
I just used some old walnut in building my kayak thinking it had nice dark grain. I now realize that the dark grain in the walnut was splat. To late, it is glassed in to the center of my boat.
