I'm with Mike on this one. The footrests from duckworks are a nice pair that are pretty cheap.
If you realy wanted to go with this idea using a 3/4x1.5 inch board screwed into the chines would be much better. I'm not certain of the chine placement, but it might not be high enough in which case, take a scrap chine and attach it between the top chine and gunwale and attach the footbrace to that.
