Personally I'd mount on the inside and fiberglass tape it in place after it's bonded to the hull. With the skeg extended any side pressure on the skeg itself could have considerable force applied to the bond between the skeg box and the hull where it's bonded. That will be a fairly small bonding area and if the bond broke would flood the boat. The fiberglass tape would spread the load over a considerably larger area and should be much stronger.
