: Just a quick question regarding the use of epoxy for fillets, gap

Hi Bryan,
Yep, you use hardener, if you didn't the fillet would stay soft and not serve its purpose of reinforcing the seams.
If you've left the seal coat for a few days/weeks, yes. If it's fresh but 'dry' to the touch, no need. As long as the glass cloth doesn't snag on roughness.
