Strip: Paddle Park

Any of you good folks install a "paddle park"? Saw one on the Redfish Kayak site: http://www.redfishkayak.com/paddlepark.htm and am including one on the Silver I'm building. Question is; is it placed on after the cloth is down, prior to filling the weave?
Any thoughts would be appreciated. Glassing the deck this weekend . . . after finally completing several inlays and using a wood burning tool to create a vine snaking it's way up the deck. I'll include some pics when the glass is on, but I figured I better check about the paddle park first.
