I would use the 8 oz polyester
The braided thread Dyson sells. It's cheap and I like it better than dental floss.
Since polyester will take MOST any finish I would probably use an oil based paint. Maybe a water based poly finish, but I haven't tried one.
I wouldn't worry if I went over $100 because I would rather do it right than deal with a problem that could get me trouble. But you should be able to hold close to it.
