I use a scrap of thin cardboard and put that 1/16th inch inside of the staple exit slit. A strip of masking tape holds it in place. This lifts the end of the staplegun enough to keep it from burying the staple.
Check your tool. On some the depth is adjustable. And on some it is preset to bury the staple when the ram goes its full travel. Trying to get those to NOT achieve full ram movement by cutting back on air pressure can give erratic results Particularly in cedar. One staple driven through tough grain may be OK, but the next one may go into a softer area and get buried.
The ram only travels so far. Keep the air pressure high enough so you don't need to reset the pressure when you work in a strip of harder wood, and adjust the ram travel (or shim under the base as I do) to adjust the staple depth. You'll get much more consistent results. The staples will be easier to pull. And your sanding will be greatly reduced as you won't need to smooth out the pits left by those embedded staples.
