I second the Tom Yost kayaks as the easiest and fastest way to get started, and Doug's minimalist tool list, as well.

Plan to build one of his boats with a non-folding wooden frame - your quickest, easiest and cheapest option . . . all of Tom's aluminum framed folding designs can be built of wood, also. I recommend Tom's Sea Rider, Sea Tour or Rolldarka designs, depending on your usage requirements.
