For wooden boats, buying a kit from CLC or Pygmy would keep your tool requirements to a bare and least expensive minimum. Or buy a set of plans for a stripper, and then you'll have all the excuse you need to fully equip a top flight wood shop.
I doubt you'll be in over your head if you've gotten this far. The hardest part of building a boat is getting started. The rest falls into place almost of its own accord.
