Would be nice if they'd show a picture of the plans. Normally plans are scaled up directly to the plywood, since it's a stitch and glue boat it's built of plywood. If the plans are drawn on what is basically graph paper, then it's fairly easy to scale up the size of the squares to full size, plot the points where the lines cross the squares and then connect the dots, using long battens (I use long pieces of wood or sometimes plastic house molding as it's more flexible for tighter curves). If the plans are not drawn on graph paper then you need to do that to the plans first. Either way it's not difficult. I use lead weights to hold the battens in place on the plywood, but most just use thin nails driven into the plywood over which the battens are bent. It's called "lofting" and there are lots of references on the boat building sites about that subject as well a couple of good books. Though the books cover much more than you'd ever use on a kayak or for that matter most small boats.
