I've got a pair of CLC Chesapeake 16s and have had to deal with this routinely for different reasons. I've tried sanding, chipping, scrapping, etc. Sanding really sucks with cured epoxy. The stuff is super hard, fills the paper and tends to glaze. The best solution I have found is to use steel card scrappers. With a razor edge on the scraper you can easily shave what you need, where you need with virtually no dust. You can pick them up at wood working stores and they are quite inexpensive. The key to making the scraper work is a proper sharpening. Fine Woodworking magazine has several articles online for doing this.

By the by, be careful about the epoxy dust if you elect to sand as it is a toxic sensitizer.
