Thanks for the update. I didn't realize that New York had gone as far as California on this.

Curiously, when I just checked the Clark-Craft website I see they are selling solvent-based polyurethanes from their shop in upstate New York. I wonder if these are reformulated to be low VOC versions. They sell the thinner too----and that must be 100% VOCs.

I also found another product there which I want to try. It is a 2-part epoxy wood primer to be applied under their polyurethane varnishes. On a test frame, I've seen much better results with varnish over an epoxy base rather than varnish over bare wood.
