You are correct it appears that Low VOC coatings are availible. I asked a friend at the hardware store and whats listed as oil base isnt the real deal.

Rustolium is still sold in NY as oil based but it just doesnt have that Fould smell that the older finishes did.

so It looks like anything sold as Oil base might have a drop in it at best.
