In CA the VOC limits are allowed to vary between counties, designated air basins and designated local districts. And as usual CA is stricter than the EPA. There is also variance between states.

I live in the SF Bay Area and when I was looking for slow dry ZAR exterior oil based polyurethane ... it was almost impossible to find ... it was easy to find the ZAR water based and fast dry oil based stuff ... but not the slow dry exterior oil based poly. I found only one dealer that stocked it. Because of the law ... gallons were illegal but quarts weren't ... go figure.

I think what happens is dealers don't want to deal with the limitations of the law so they stop carrying products all together.

Like I've always said ... "California ... first to get the worst."
