Hi Dan,
When I lay out the notch for the keel I make it 3/4" deep. That makes the bottom of my keel 1/4" lower than the keel point. This may not be the way everyone builds but it works good for me.
When I attach my station forms to the strong back I have them 4.5 to 5 inches above the strong back. This gives plenty of room for the rocker to form into the frame. I don't force the other stations to their design elevation they just go where the stringers bend to. As long as everything is smooth and fair in the lines of the frame it will work fine.
I built the Sea Bee and the Sea Tour both multi chine frames. They are great kayaks to paddle. You will enjoy them very much.
