Hello John,
I had considered this before for art purporses, but was unable to find reasonably priced bristles. It came down to buying a brush at the hardware store or art supply was actually cheaper than buying the parts to make one. I never thought about making foam brushes. Might be a good idea. Try a popsicle stick hot-melted to some open-cell foam. Closed-cell is not going to absorb resin.
As for freezing them to preserve them, remind me never to raid your freezer for popsicles!!!
