Make a phone call to 3M's HQ in Minnesota and see if someone in their consumer service department can help. Maybe they can find a supplier nearby, or one who will sell the stuff by mailorder. Or, maybe they are replacing the stuff with a product that is OK in OH.
A lot of things which are 'illegal' seem to be available to companies but not individuals. Other items may simply need the proper licenses. There may be one or more alternate supply channels for this stuff. The question then is 'how much work do you want to do to get some?'
