That is pretty thin fabric, but kayaks have been skinned with it IIRC. Kids, though unconsciously destructive, would likely be fine in boats skinned with the stuff.
Like Jeff says, lots of things stick to polyester, so you're in luck there. Adding epoxy and fiberglass is unnecessary . . . though at least one builder might disagree.
Email George Dyson - GDyson@gmail.com - and he will send you a list of what fabrics he has available for kayak skinning. His 8oz polyester is just dandy. Get it wide enough and you might be able to skin two kid's boats with one boat length of material . . . .
